https://bugzilla.mozilla.org/show_bug.cgi?id=1274691 Similiar to: https://support.mozilla.org/en-US/questions/1103997 but proposed workaround does not work in 49.0a1

Reproduction Steps: 1. Visit IP address with a server that redirects 301 from http to https. 2. Visit same IP but on a different network. On this network the host is not HTTPS aware. Typing in xxx.xxx.xxx.xxx automatically redirects to HTTPS. Typing http://xxx.xxx.xxx.xxx automatically redirects to HTTPS. Typing http://xxx.xxx.xxx.xxx:80 attempts to use HTTPS over port 80 instead of plain http.
