Since I downloaded the latest version of Thunderbird for windows, I get a request to allow 245885873.log.optimizely.com to set a cookie. Assume that Mozilla is doing something with the information collected. What is this data used for?

Thunderbird does not set cookies. If you are being asked it is most likely the result of an add-on or RSS feed.

Cookies are described here, and the relevant settings in TB are under Tools/Options/Privacy/Web content.
