Do you mean the media.autoplay.enabled preference? Unfortunately, sites can currently bypass that setting by having the player stopped when the page loads, and then using a script to send a play command to the player. That loophole should be closed in Firefox 41, according to something I read in the bug tracking system. But I'm not sure whether that is what you're seeing on the problem site.
