You can tap the Alt key or press F10 to show the Menu Bar with the Help menu.

You can find the Help ? button in the "3-bar" Firefox menu button drop-down list at the bottom.

Do you have a specific reason that you want to reset Firefox? Are there any issues?

I also have the same problem. The F10 option works but I still wonder why "Help" is not in my menu.

Hit the 3-bar menu button and look for the question mark at the bottom of the menu panel - when you place the cursor over that question mark the tool tip says Open Help Menu. Voila the menu appears when you click on the question mark!

Thanks for your help. The "?" was there all the time. I was just looking for it in the icon area such as the "find" or "options" icons. Thanks again for answering my dumb question.
