Pushed out to 10% release users - Firefox starts automatically when I restart Windows

This feature will ship pref'd OFF in 61.0.2 and then be unthrottled for all users over a few weeks. So 61.0.2's relnotes are a little too early and 62's are too late. I think 61.0.2 is probably better than no relnote at all.

Some users report pulling the plug or laying on the power switch when a tab is taken over by a scam site (e.g., fake virus message to sell support services) and they can't figure out how to escape it. This new behavior would be unwelcome in that scenario, and I can't think of any technical way to detect/avoid it.

  5. i think the windows restart manager would only kick in when the user performs a proper restart through the start menu or if it's an automatically performed restart outside the usage time when windows updates are applied.
