Sumo Release Report - What and who are these for & where are they linked from ?

These seem to be a relatively new idea. They get mentioned in meetings and the associated Etherpads.
Who uses them. What are they used for. What else are thy linked to or from ?
Mainly Just wondering if they are duplicating forum threads and whether they are intended to replace or supplement forum threads or not.
The links I have seen are apparently to editable docs e..g https://docs.google.com/document/d/1hPVgUT8NkEDdlWT0MGfMqSo_SczT3KIpFU3XWgiADaE/edit#
If we do link these and expect them to be viewable widely maybe we need to consider taking care on where we post links to editable content..

The purpose of the Release Report was also mentioned in yesterday's Community Meeting and is in the etherpad from the meeting: linked here
All of the past reports have been set to comment only, after each release is published in the blog, the document sharing settings are changed.
