Choppy scrolling when playing video

I've been having this issue for what seems like years. For some reason, when a video is present, scrolling becomes very choppy. Video only needs to be loaded or playing, and scrolling will become choppy and jittery. It's most notable when you middle mouse click and drag up and down. This problem is not specific to Youtube, but other sites as well. This does not happen on other browsers. I have tried both Chrome and Edge, and they experience no choppiness. Turning on Freesync only makes it more noticeable. I have also tried toggling the performance and hardware support functions under options, but does nothing.
