Deleted tabs come back after Firefox exit and restart

The number of tabs in Firefox keeps getting bigger and bigger.

I appreciate that Firefox restores my tabs after exiting and restarting, but it should actually SAVE the list of CURRENTLY OPEN tabs when I click on the red X to exit Firefox.

Instead, it appears to just exit without saving, so that whatever had been saved earlier in the day gets restored, even though many of those tabs had been deleted and were no longer needed.
