Basically, is it possible, when you create a new page shortcut to your homescreen, to have an option that makes it so said page opens in a private window instead of a regular one?

Hi

Thank your for your question. I have looked into this and there is no way do to this at present. You would need to set a normal shortcut and then clear the browsing history afterwards to get the effect of "private browsing".
