I appreciate you calling it out. I did take a look at the bug and while it seems it is not in the cycle for 94 that if Gijs gets it resolved in time it could be put into the last beta build.
Was this and is this still affecting a good amount of users?

That is hard to say. I suspect that most people who use automatic session restore would never be closing Firefox by closing the last tab, because they have a lot of tabs they want to restore.
This problem would primarily strike users who have session restore enabled and sometimes use it but other times close all their tabs. Many users have reported that they miss the old feature of being asked whether to save/restore open tabs at shutdown and thought it was dumb that their last open tab was always restored when they intentionally closed it. (for example, https://discourse.mozilla.org/t/restore-last-session-but-not-if-i-close-last-tab/74340)
The difficulty created by the patch for that request is that it invisibly and permanently prevents Firefox from adding newly opened tabs to that window's session history. Hoping for a fix soon.
