Do you have a mobile hotspot so you can tether via another network like you cell data plan, or e.g. a café or someplace else to just try connecting via another network, to see if you can rule out your ISP/modem/router etc.?
This basically means the data received is not what should have come back — so e.g. a VPN or similar security appliance is interfering.
