FF570b11, the option to turn password saving on is visible, but will not turn on when clicked, the switch is dead.

Do you mean on the Options page?
On the Privacy & Security panel, what is your History setting:
(1) Firefox will: Remember history (2) Firefox will: Never remember history (3) Firefox will: Use custom settings for history
Selection #2 invokes automatic private browsing which, at least in earlier versions of Firefox, disabled the password manager.
Selection #3 plus a check mark in the box for "Always use private browsing mode" has the same effect as Selection #2.
Otherwise... beta 12 was released yesterday so maybe see whether that helps?
Note that the Password Manager still works in Private Browsing mode in the way that you can use it to fill a saved username and password in a login form, but you can't save a new username and password.
