Ask to save downloads still automatically downloading to c drive download folder
My earlier version of Firefox allowed me to place my downloads as I felt, rather than making me transfer them from downloads to their file. Now with my new version installed in my new laptop, it disregards the ask where to save option selected. PLEASE FIX THIS, i don't want to have to change browsers but I will since it will be easier in the long run in comparison to regularly transferring download files.

Hi, is this a problem with PDFs? Depending on your preferences for handling PDFs, Firefox may prompt you to save them or it might auto-save them in your default downloads folder and open them from there. In that case, the address bar will start with file:///, indicating it is opening from disk.
I don't want to overcomplicate this, but because people have a wide range of preferences, I am going to list a few different options. If none of them sound like what you want, let me know your preference in more detail.
(1) Prefer downloading for all PDFs rather than opening them in a tab.
(2) For PDFs that Firefox normally auto-saves (the ones websites do not want shown in a tab AKA attachment disposition), show the Open/Save/Cancel dialog so you can save the file in your preferred location.
(3) Force all PDFs into the web content cache for display in a tab. (This is the setting I use.) To save to disk, use the Download button on the little PDF viewer toolbar or Ctrl+S.
Here's how:
(1) Always save PDFs (follow your regular setting about choosing where to save)
On the Settings page, click Downloads in the left column. On the right side, find Files and applications. You can filter the list by typing pdf in the little search box there.
For "Portable Document Format (PDF) (application/pdf)" change from "Open in Firefox" to "Save File". Or you can experiment with "Always Ask" if you might sometimes want to view it in a tab.

(2) Do not save-and-load from the downloads folder
(a) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

(b) In the search box in the page, type or paste browser.download.force_save_internally_handled_attachments and pause while the list is filtered
(c) Double-click the preference to switch the value from false to true

(3) Just for PDFs, override "attachment" disposition to "inline"
When your handling action is "Open in Firefox", all PDFs can now be opened as web content and saved in the cache instead of a regular folder. Here's how you set this up:
(a) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

(b) In the search box in the page, type or paste browser.download.open_pdf_attachments_inline and pause while the list is filtered
(c) Double-click the preference to switch the value from false to true
Hopefully one of those works well for you.
