how do i stop the browser from switching tabs when i open a new tab?

when i open new tabs my browser opens the link and switches to them. i have turned this off in the settings and the problems is still there

Check your preferences for homepage settings otherwise look at you Addons there could be a package there opening extra tabs that was installed without your knowing it. Also look at your Add/Remove uninstaller and see if there is something installed there aks "toolbars" or similar that by itself can also open tabs without your permission as well.
