Currently there is no built-in Register link because the whole reason users come here is to Ask a Question. Ideally, users would click the "Ask a Question" link at the top and when they reach a certain point, the site asks you to register for an account before it can be posted. There is a bug filed for this but I can't find it. I know it's there though. Found it:

It's stalled at the moment but hopefully we can get the bug rolling again. I'm going to send a "bump" to get our Community Manager's input. Please "vote" on the bug to get it fixed.

You can use the Contributor sign up link to register for a new account but the normal way is to go through the Ask A Question process
