TLS handshake delays driving me crazy, thought I corrected, but got worse.

I set value to true to disable IPv6 and it worked for some websites, but not all. Works fine in Opera browser. Further corrections are more technical than I can handle. What should I do? I turned on logging, but don't know how to upload it.
