How to keep unpined shortcuts from 2 rows of pinned shortcuts?
On my Firefox Home Page, I selected two rows of PINNED shortcuts. Each time I open a webpage that webpage is added not only to the two selected rows of shortcuts, but "keeps" EVERY webpage selected after filling the two selected shortcut rows. It is not only annoying and inconvenient, but s l o w s work time to a crawl around these shortcuts ... few, if any, are helpful. If I want to re-entry an UNPINNED shortcuts, I go to history and select the one I want. WHEN is Fire Fox to solve this seemingly simple but annoying problem?

Not sure I totally understand you. What do you mean by "keeps every webpage selected"? Does an additional shortcut row appear?

I would like to have two rows of 11 Pinned Shortcuts; seems to be a maximum of 8 shortcuts per row; 4 rows; 48 shortcuts.
When I open any web page other than the 11 Pinned Shortcuts, that shortcut shows up as number 12 but not pinned. After a few minutes of web work, every web page I open ("select") shows up in the two rows and, if I open 4 rows (48 shortcuts), all 4 rows would be used with at least 48 shortcuts. If I delete one unwanted shortcut, it is replaced by another shortcut and another and another .... until I have only the original 11 Pinned Shortcuts.
Am I misunderstanding the term "pinned"; I thought it to mean that only pinned shortcuts would show up in the two rows I selected. ???

I found this comment on Reddit about the "pinned" shortcut problem I have:
"Firefox does not have a native switch to show exclusively pinned shortcuts on the New Tab page; it automatically fills remaining slots with history. To achieve an isolated view of only your pinned items, users on Reddit reach a consensus that you must manually fill every available tile slot in your shortcuts row so unpinned history cannot appear."
Is this true?

Unfortunately, that's true. Currently, you cannot prevent unpinned shortcuts from appearing, and they will always fill the remaining slots. So the only option is filling all the slots with pinned shortcuts.
I know that improving this is in the team's backlog, but I don't think it's getting prioritized.
