Robert, if you are talking about the Bookmarks toolbar, open the top View menu then look under Toolbars for a "Bookmarks Toolbar" submenu and select the desired option.
Alternatively, right-click buttons at the top of the screen until one of them reveals a "Bookmarks Toolbar" submenu and select the desired option from there.
Or if you meant the normal toolbar, then it might be near to the Firefox 'hamburger' menu button at the top right.
