After quit or exit from Firefox Browser, cookies setting will change silently from 'Enable Cookies, excluding 3rd party' to 'Enable Cookies'. Is it a bug there?

May be a bug on Beta. I'm on release and it's working for me. You can still file a bug on https://bugzilla.mozilla.org/enter_bug.cgi
