Google is already set for Search but always displays bar to make Google my Search when Mozilla starts even though "Provide Search suggestions" box not checked..

When Mozilla starts, a Google toolbar displays requesting whether to make it my Search engine (Y/N). Google is already selected as my default Search engine and the "Provide search suggestions" box is unchecked. How do I prevent this repetitive toolbar from displaying every time I start Mozilla Firefox?
