Different *.mozilla.org sites use different software and or were created at different times etc.

The only mozilla.org sites that I can think of that uses same account from one site on another is addons.mozilla.org and the support forum of a.m.o at forums.mozilla.org

edit: fixed a typo in second link since thread was bumped.

Some Mozilla sites also allow a login via Persona.
