This started happening after a ran a Norton Cleanup session. are there some Mozilla files I need to delete to reinitialize them

More likely the opposite, you'd need to put back some of these files. Touching files inside the profile folder esp. via third party tools is a recipe for integrity issues.

If you create a new profile on the side, does the functionality work in there when set up fresh?
