Why am i unable to connect with my Outlook e- mail account

Outlook page appears but the symbol does not fully connect. When i try to open an e-mail, nothing happens, the a pop-up appears saying " This task cannot be completed, try again", when i close this box my e-mail usually opens...Most annoying..
