When I do ctrl-click on a bunch of tabs, it highlights the ones I ctrl-clicked on, as if it was waiting for me to press a button or something.

That is the builtin multi-select feature that allow to perform the same action on more than one tab. In the Tab context menu you see that 'Tab' changes to the plural 'Tabs' for some actions. There is also "Select Al Tabs".
