By creating this post I answered this question.

And was able to create an account.

A mozilla support account must be separately registered by posting a question.

Same credentials as Firefox account can be registered but different username and or password can be registered instead.

Firefox account is not needed to register a mozilla support account.

Hopes this helps anyone trying to sign in to mozilla support with Firefox account credentials.
