i get this message from Thunderbird "could not connect to server, the connection was refused".

That often happens due to antivirus software or incorrect server settings.

I do get a popup that says Thunderbird could not connect to sever mail.wavecable.com the connection was refused

I know nothing about wavecable.com, but if you post server settings pane screenshot, someone may have suggestions for settings.
