Is their a way to set up a password so your cookies can't be deleted without the password?

People use my laptop and then delete the cookies. I want a password required to delete cookies so they can not delete them.

There are lots of way to clear cookies.

Which method do they use?

Are they using Clear Recent History to clear the cookies on exit or via "Tools > Clear Recent History" or via the Cookie Manager ?
