Unable to sync my iPhone 8+ and mi iPad with my Dell laptop. Was working up until 11/03/19. Was working great. I am at a loss. Can you help?

11/11/2019 UPDATE: I disconnected both of my Apple devices. Used my laptop to sync, since nothing was connected system paused. I opened my iPhone and logged into Firefox and hit sync. Worked right away! Did the same process with my iPad, worked. Thank you to those who offered advice.

I’m new I have no idea what is going on, sorry I’m at the low fringe learning curve. Plus, I have connection issues with interference to signal in my house and mixed new and incompatible stuff and one non compliant significant other. Regulatory stuff,Hard to explain twists of prisms.
