Currently there is no way to change the toolbar location, but this is something that may be considered for inclusion in a future update.
I think the bottom address bar "on mobile device" is veryyy good idea, and people should come up with this centuries ago. We use address bar to search very often and address bar at the bottom is very comfortable for not need to stretch our thumbs. It might seem weird at the first time, but I believe this will become the mainstream, so I hope developer team can keep it at the bottom.
