A new tab opens by default as a blank tab (about:blank).
If that isn't the case then an extension has changed that behavior.
You can look at this extension to set which page to open in a new tab:
did not work. download and install were correct. still loads new tab to BING search page and does not go to location bar. options page for add on are set to correct settings.

Did you try Save mode?
- Help > Restart with Add-ons Disabled
You can open the about:config page via the location bar and do a search for bing via the Filter at the top of the about:config page.
You can reset all bing related prefs that appear bold (user set) via the right-click context menu to their default values.
