Try using a Private Window. Try accessing the login directly https://secure.citbank.com/CITConsumer/ — there's not much else to do than to call the bank and escalate that they're blocking you (and insist they note the complete "Reference" number and investigate on their side).

You can try checking for updates in the browser if running a newer version from yesterday will appear more "trustworthy" to them. You can try disabling addons or security software, esp. anything related to "privacy", "fingerprinting", "scripts" and similar.

I don't have this issue on google or opera. It loads just fine on them. It's almost like it locks up when I try to get a secure number sent to me.
