send to mail recipient not working

OS: windows 7 32 bit Thunderbird updated to latest version thunder bird just opening When send to mail receipt selected.can't attach file using this method.no new mail tab is opening.Thunderbird is the default mail in my computer.I am also using outlook I changed outlook as default mail and used send to mail option,which is working perfectly(New mail opened with attachment). Please anybody tell me what happened my Thunderbird. NB: I reinstalled thunder Bird but same problem

I have solved the problem by installing windows 7 service pack 1 and repaired Microsoft Visual C++ 2015 Redistributable.
