When I attempt to send email I get the following message: Sending of the message failed. The message was not sent due to exceeding the allowed number of recipients. The server responded: Policy-SC01 You’ve reached your sending limit. Don’t worry, you can send again soon..

Who is your email provider?

That's a message from your them - Thunderbird is just relaying it to you. The message is pretty clear: the provider thinks you have reached your quota of messages per period of time, according to their policy, and that you will be able to send again after that period of time has expired.

Either that, or you are sending a message with more addressees then they allow.

Both of those policies would be set by them as spam prevention measures.
