i was able to reach the site webstore.com last week but can't reach it now.

It's not www.webstore.com, but this ---> https://www.webstore.com/online-auctions/
Your DNS should be translating www.webstore.com to https://www.webstore.com/online-auctions/ see screenshots

Interesting... Sounds like something is set some where. What result do you get on your phone and is your phone using carrier data or you home wifi connection?

did all that and also contacted Microsoft which told me it was on web stores end. i also tried loading the site in my other browsers and it did not work.
This shows that it's not a browser. What other devices do you have and are they having the same issue?

i tried safe mode and it did not work. i flushed the dns cache and it does not work. i typed in the link you gave me to webstore and got this. The connection has timed out

To be clear... you tried with Windows in Safe Mode?
