Adobe Flash Player not installing

I run install_flash_player_11_plugin.exe to install Adobe Flash with Firefox 16.02, or 18 or 20 and the istallation process appears to complete successfully but Flash Player is not installed.

This is a new build of Windows 7 using SSD.

My HD build istalls OK.

I seem to have fixed the problem by completely removing Firefox including all user details; simply uninstalling, then re-installing didn't work.
