You shouldn't uninstall IE on Windows XP as it is an important part of the OS and you may have removed essential system files.
You should reinstall IE and accept its presence (you can disable the IE shortcut instead).

I will reinstall IE and see whether or not it solves my problem

Reinstalling IE did not solve the problem, still cannot access folders like My Computer, My Documents, My Music, etc. through the start menu. What else can I try?
