Firefox keeps having "Open with" checked instead of "Save as"

Every time I download a file, when the box comes up asking me what I want to do it is set to "Open with" instead of "Save As", so I have to take the extra step of turning it back to "Save As." I don't want to set it to ALWAYS Save As, because sometimes I DO open things in Firefox or other programs, but I want it to be set to Save As by default among those three options, because 90% of the time that is what I am doing and having to add an extra step is slowing me down and putting me off my stride when downloading a number of things at once. There does not seem to be any option to resolve this.

Included is an example. Save As used to be the go-to option. Now it is not, and I can't seem to change this.

You can check the action for Portable Document Format (PDF) in "Options/Preferences -> General -> Applications" and possibly select "Use (default)"
