streming only downloade in pause, wont download in play windows 10

streaming a video it will download until you hit play then it will play until it catches up to what downloaded in pause. then you have pause to download more. i did not have this problem until i installed windows 10. it will not download even 1 second of video in play.

Can you please provide a little more information in order to troubleshoot. For example the video player, an example url and some troubleshooting steps that have been tried?
