I set my Primary Password, and when I open Firefox, the Password dialog opens asking for it. However, if I hit "Cancel", or just close the dialog box, lthe password is bypassed and Firefox opens as normal.

The PP is only used to unlock the logins stored in the Password Manager (about:logins), it doesn't prevent access to Firefox. If you want to prevent others from accessing your Firefox profile, then protect your Windows account with a password and create a Windows Guest account for others.
