There is no "VPN" icon on the toolbar to click.

Hello,

To add the vpn icon back, right click an empty space on the toolbar, select customize toolbar, and drag the VPN icon onto the panel.

Note that is some areas VPN is not rolled out yet. You must also have a mozilla account to access the VPN.
