Don't have VPN setup prompt

In your information about built in VPN you state "To use VPN, you need to sign in with a Mozilla account. If you’re eligible, you’ll see a prompt in the Firefox toolbar inviting you to set up the feature."

I have a Firefox account and I live in Canada, but it doesn't explain what other eligibility criteria is required or why I'm not seeing the VPN setup prompt. I understand this is an experimental update that is still being selectively rolled out.

I am very interested in this feature and would simple like to know why it's not showing up for me after updating to v150. Do I need to sign out and then sign back in to activate it?
