Hi there - a Google search states that FireFox for iOS or iPad OS includes Total Cookie Protection, but I haven't read anything on your website that supports this, nor have I found the feature in FireFox for iPad OS.

Does Mozilla have plans to incorporate TCP into FireFox for iOS, or does Apple prevent this? The feature is so important to me, I may upgrade early to a Mac despite my M1 iPad having plenty of life left.

I don't think so, as they don't say anything about iOS. You can report an issue on https://github.com/mozilla-mobile/firefox-ios/issues .
