When I hit send, I get this error message:

Sending of the message failed. An error occurred while sending mail: Outgoing server (SMTP) error. The server responded: impout008.msg.chrl.nc.charter.net cmsmtp 15.181.96.214 blocked. Please see https://www.spectrum.net/support/internet/understanding-email-error-codes for more information. AUP#Out-1130.

What do I need to do to correct?

The IP address listed 15.181.96.214 appears to be owned by Amazon See https://ipinfo.io/AS16509/15.181.96.0/20-15.181.96.0/25

You apparently are sending mail from that address. Spectrum only allow their mail servers to send mail originating in their network.

I do not know what you are doing, but it is not going to work like it is.
