My time stamp is incorrect on my Thunderbird emails now after 7 days of a re-installation... How is this remedied?

A re- install was preformed one week ago and the stamp was fine at that time just 3 - 4 days ago the stamp has changed. I went from a Linux to Windows 7 OS

and is you locale set correctly in windows? Most issues are that the time is correct but the locale is off. Usually by the same amount of time as the email times.
