On any website--from YouTube to Wikipedia, and even support.mozilla.org I saw this bar flickering--pressing the arrow keys made it move like it would in a normal text field, like I was holding shift but without the blue highlights. It messed up with scrolling using page up/down, sometimes it'd mess with using the arrow keys to mess with YouTube volume, and just became a nuisance later on. Does anyone know how to turn it off?

I could not see it.

Start Firefox using Troubleshoot(Safe) Mode {web link}

A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?

Yes--even in troubleshooting mode it's still there.

While you are in Troubleshoot(Safe) mode;

Try disabling graphics hardware acceleration in Firefox. Since this feature was added to Firefox it has gradually improved but there are still a few glitches.
