Find on page functionality stopped working

I cannot open the find on page toolbar. No matter if I use the ctr+f shortcut or click "find on page" in the menu, the toolbar with the text field doesn't come up. I checked and the shortcut works fine in other apps. I tried restarting firefox in the troubleshoot mode - the problem persists. I'm on the latest version of Firefox (138.0.1) and running Windows 11.

I can't think of a setting that blocks Find.

Web pages can intercept Ctrl+F to show their own forms, but they shouldn't be able to intercept the menu command.

If it possible that the Firefox window is larger than the display, so the Find bar is off the screen at the bottom? Usually the maximize button (middle button of the 3 Windows buttons) will force the entire Firefox viewpoint to be visible.
