Are both devices signed into the same Mozilla Account?

Yes. I added some new bookmarks using my Mac. Opened Firefox on my iPad and they are missing. I did find out how to get into settings on the Mac and tell it to sync. I have not yet figured out how to do that on the iPad. I haven’t tried on my iPhone. Both the pad and the phone do make it very difficult to create and use bookmarks, but that is presumably not your fault.
