Despite reading almost 100 questions about this exact issue asked for years, there still seems to be no answer, and no fix to get this function to work properly.

Checking the box should completely remove the drop box for location, and the entire point is that it should ask you where to save every file, instead of defaulting.

Firefox may not ask where to save the file if you choose to open the file in an external application.

You can set browser.download.start_downloads_in_tmp_dir => true on the about:config page to make Firefox use the OS temp folder for downloads you open in an external application.

You can open the about:config page via the location/address bar. On the warning page, click "Accept the Risk and Continue" to open about:config.

The issue is that firefox never asks where to save the file, all files are saved to the downloads folder, instead of where I want them to be saved.

Did you check if there are actions present in Applications?

There are actions, some are set to open, some are set to save, some are set to ask. I'm under the belief that area is for me if I want to open it, or save it. I want to be asked where to save the files.

You are not given the choice of where to save the file if the default action is to open.

Try changing browser.download.force_save_internally_handled_attachments to true in about:config then restart the browser.

I know this, and I'm not trying to change it.

I don't know how to be more clear about this.

The issue is that firefox never asks where to save the file.

This entire thread is because firefox downloads every file to the same folder, instead of asking me where to save the file.

Do you get asked when downloading the Firefox installer?

Does it still happen in a new profile? An easy way to test a new profile is to install Developer Edition and see if it happens there or refresh your existing profile. Make sure you stay signed out of your sync account when testing.
