You must meet certain age requirements to create a Firefox Account. Apparently you've got to be at least 14 years old !!

hi rzackris, go to https://accounts.firefox.com/signup and right-click on a blank section of the page. then go to view page infos > security > view cookies > clear all cookies & try it again afterwards.

Did you try to close and restart Firefox?
