Manage extensions needs help

I have found Manage Extensions to be useless. It should 1) show all extensions installed whether turned on or not, and 2) Include a toggle to pin/unpin the extension there, rather than users having to search for this. I don't know how to find installed extensions that are not turned on. The Help says to use the Gear Icon next to the extension. I don't have a Gear icon. I have 3 dots and there is no way to pin/unpin or to change the order the pinned extension appears on the bar. I don't know how to change the order. Nice-to-have: an option to put all extensions in one place, down the left side panel, rather than split between top and left panel. By the way, I went to "Show details" below on this entry screen and the system threw out everything. I had to retype it all.
